Itachi always had susanoo when he awakened the mangekyou long back.He didn't awake it perhaps because his chakra was already exhausted after using Amaterasu to escape the toad's stomach.

Itachi's biggest weakness was his below average chakra level!! On the contrary, Jiraya and Kisame had huge amounts of chakra.
